No cheating with rentals I can understand, but how do you know your top 125 runners don't cheat?

As far as I know there is a big potential for cheating in all categories of racing, right up to F1. Whenever the organisers are not strict and when the racers are competitive the incentive to cheat is too juicy. No body likes to lose and when the chances of getting away with cheating are high
most teams will go for it...
The problem with cheating is that it eventually kills the sport. Cheating costs money - sourcing for exotic parts, R & D to find something that is illegal but difficult to police [remember Honda F1's fuel tank within a fuel tank?]. So being lax on cheating results in the sport becoming more and more expensive. In the end money talks the loudest...
Cheating also creates a moral dilemma -"should I cheat or not", which usually correlates with "if I cheat what are the chances I can get away with it?"
The usual outcome is that people get sick of it, tired of pouring more and more money just to remain competitive and leave the sport.
