All the strong rumors I've heard... is that it will be at the Al Ain track again this year,,, or maybe in Dubai.

Rotax usually announces the location as soon as they've finalized it - so I don't expect it to be too long from now.

The track will be La Conca International Circuit in Muro Leccese, Italy. It will be held on 27-30 November 2008.

Chassis suppliers will be announced by the end of April.

Does this means that everyone in that certain category must use that particular chassis to race?

In the WF you will be given a standard chassis of the makes mentioned according to you your class. However, you are not required to use the chassis make to race in the local series in order for you to qualify for the WF.
