I would like to answer your questions in the following points -

1. Minimum 15 drivers to start a class. There must be 5 rounds to qualify for the WF.

2. A Bruneian holding a Spore licence is classified as Singapore. You always go according to the licence issued and not nationality.

3. There is no ASN in Brunei, therefore all licences issued can come from Malaysia, Singapore or Indonesia. So I would think Brunei drivers will have to join in the series either RMC Spore (if there are enough drivers to start a series) or RMC Malaysia. If not then it will be a combined series RMC Malaysia, Spore, Brunei. If I can get 34 drivers on the grid, I will apply for an additional seat to the WF. However, I have to justify this.

I am still on the lookout for someone who is prepared to distribute Rotax engines and parts in Brunei. Once that happens, then karting will take off over there.
