You will find people who can help at Bira racetrack near Pattaya. Try to contact Mike Ord who runs Prosport Asia there. His contact is on Facebook (Prosport Asia). Otherwise we often meet at RCA Indoors Karting (above Tops supermarket) on Tuesday nights. It's 270 cc rental but fun
