I have not been karting in Korea myself but it would be a sport in its infancy given that most of my Korean clients dont have a clear idea what karting is when I explain my hobby to them.
I did find these 2 kart sites on the internet and info on tracks in and around Seoul.

Im sure they should be able to speak English and you can communicate via email to see if they can point you in the right direction.
